The University of Michigan index of consumer sentiment decreased to 69.6, the lowest since February 1992, down from 78.4 in January. Economists had forecast the measure would fall to 76.
FGIC, the bond insurer stripped yesterday of its Aaa guaranty rating by Moody's Investors Service, asked to be split in two to protect the municipal bonds it covers, according to the New York Insurance Department.
